Stated Reason for Appeal (if given): I purchased the home in October 2018. Never received anything from Aspen, and I received the letter from the City last week. My address in the records is wrong and by the time my neighbor gave it to me it too late

Staff Comments: Garbage haulers mailed out the original garbage invoice at the end of September 2018. Haulers sent out three additional notices of non-payment to the property owner. All original bills and notices of non-payment were mailed to the primary tax address as listed in Ramsey County property tax records. The property owner is responsible for contacting their garbage hauler to ensure that the garbage bill is being mailed to the correct address. The property owner is still responsible to pay the delinquent charge, as garbage service was provided from October through December 2018.




WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901D2, Assessment No. 190064) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and


WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and


WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It


RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
