Recommending that Ramsey County prohibit parking on Larpenteur Avenue between Dale Street and Rice Street.
Body
WHEREAS, Ramsey County Public Works has notified Saint Paul of an intent to reconfigure the travel lanes on Larpenteur Avenue between Dale Street and Rice Street in 2019; and
WHEREAS, upon review of the project area it was discovered that signage prohibiting parking has been applied inconsistently, leading to uncertainty about whether on-street parking is allowed or prohibited; and
WHEREAS, there is not currently, nor is there planned to be, a designated parking lane on Larpenteur Avenue, requiring vehicles parked on this segment to wholly or partially block a travel lane; and
WHEREAS, Larpenteur Avenue is a County State Aid Roadway under the jurisdiction of Ramsey County; and
WHEREAS, Larpenteur Avenue within the project area carries 13,000 vehicles per day and is signed at 35-45 miles per hour; and
WHEREAS, allowing on-street parking in this location is a public safety concern; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby recommend that Ramsey County Public Works prohibit on-street parking on the south side of Larpenteur Avenue between Dale Street and Rice Street.
