Recommending that Ramsey County implement bicycle lanes on Larpenteur Avenue from Hazel Street to McKnight Road.
Body
WHEREAS, Ramsey County Public Works is planning a mill and overlay of Larpenteur Avenue between Hazel Street and Century Avenue in 2019; and
WHEREAS, the City of Saint Paul Department of Public Works, in coordination with Ramsey County, is proposing to implement bicycle lanes on Larpenteur Avenue from Hazel Street to McKnight Road to improve safety and comfort for all users of the street; and
WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and
WHEREAS, the proposed bicycle lanes on Larpenteur Avenue are found to be consistent with the recommendations of the Saint Paul Bicycle Plan; and
WHEREAS, the elements proposed for implementation are referred to and listed in the Larpenteur Avenue Summary of Engineering Recommendations dated 4/12/2019; and
WHEREAS, parking removal is proposed for the north and south side of Larpenteur Avenue between Beebe Road and McKnight Road; and
WHEREAS, parking on the north side of Larpenteur Avenue is located in the City of Maplewood and outside of the jurisdiction of the City of Saint Paul; and
WHEREAS, parking occupancy counts, included in the Larpenteur Avenue Summary of Engineering Recommendations, were performed at representative time periods to measure parking utilization along the corridor; and
WHEREAS, a community project meeting was held on 4/3/2019 to present information and receive feedback on the project as proposed; and
WHEREAS, The Transportation Committee of the Planning Commission has reviewed the proposed project and has recommended approval; and
WHEREAS, Larpenteur Avenue is a County State Aid Highway under the jurisdiction of Ramsey County; and
WHEREAS, the implementation of bicycle lanes on Larpenteur Avenue will not proceed without Ramsey County approval; now, therefore be it
