Requesting that Public Works conduct a study of implementing an overnight parking limitation one night a week on Summit Avenue under Section 152.09 of the Legislative Code.
Body
WHEREAS, Summit Avenue has bike lanes that are among the oldest and most heavily utilized throughout our City; and
WHEREAS, winter conditions pose difficulty for keeping roads clear from curb to curb, thus resulting in vehicles infringing into the bike lane when parking in the winter months and potential hazards remaining in the roadway; and
WHEREAS, spring and fall conditions pose difficulty for those on bikes if the roadway is not adequately cleared of sand from the winter and leaves in the fall; and
WHEREAS, it is difficult and costly to do seasonal and one-day temporary parking restrictions to clear snow or debris; and
WHEREAS, the City wants to ensure that those utilizing the bike lanes can do so safely year-round; and
WHEREAS, implementing an overnight parking limitation one night a week may provide Public Works with greater ability to clear snow and debris without the additional costs of one day seasonal and temporary parking restrictions; and
WHEREAS, an overnight parking limitation one night a week may provide Public Works with greater ability to clear snow and debris such that it would eliminate hazards in the roadway; and
WHEREAS, overnight parking limitations exist in many parts of the City already and have been effective in allowing Public Works to better keep roads clear from curb to curb; and
WHEREAS, under Legislative Code Sec. 152.09 the City Traffic Engineer is authorized to establish ‘No Parking’ areas, either full-time or during certain days, on any public street if the judgment of the Traffic Engineer is that the restriction of parking may facilitate the movement of traffic, reduce traffic hazards or eliminate a hindrance to traffic; now
THEREFORE, BE IT RESOLVED, that Public Works study parking limitations for Summit Avenue, specifically utilizing an overnight parking limitation one night of the week, and examine factors such as increased safety for bicyclists, parking utilization, and costs of implementation, and report the findings to this council upon request.
