Recommending that Ramsey County implement bicycling facilities on White Bear Avenue from Upper Afton Road to Suburban Avenue.
Body
WHEREAS, Ramsey County Public Works is planning a mill and overlay of White Bear Avenue between Upper Afton Road and Suburban Avenue in 2019; and
WHEREAS, the City of Saint Paul Department of Public Works, in coordination with Ramsey County, is proposing to implement bicycle lanes on White Bear Avenue from Upper Afton Road to Suburban Avenue to improve safety and comfort for all users of the street; and
WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and
WHEREAS, the proposed bicycle lanes on White Bear Avenue are found to be consistent with the recommendations of the Saint Paul Bicycle Plan; and
WHEREAS, the elements proposed for implementation are referred to and listed in the White Bear Avenue Summary of Engineering Recommendations dated 5/1/2019; and
WHEREAS, on-street parking removal is proposed for the east side of White Bear Avenue between Upper Afton Road and Suburban Avenue; and
WHEREAS, parking occupancy counts, included in the White Bear Avenue Summary of Engineering Recommendations were performed at representative time periods to measure parking utilization along the corridor; and
WHEREAS, a community project meeting was held on 3/28/2019 to present information and receive feedback on the project as proposed; and
WHEREAS, the Transportation Committee of the Planning Commission has reviewed the proposed project and has recommended approval; and
WHEREAS, White Bear Avenue is a County State Aid Highway under the jurisdiction of Ramsey County; and
WHEREAS, the implementation of bicycle lanes on White Bear Avenue will not proceed without Ramsey County approval; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does herby recommend that Ramsey County Public Works prohibit on-street parking from the east sid...
