Title

Authorizing Fleet to use fund balance unspent in 2018 to increase the 2019 Financing and Spending budgets in the Fleet budget by $400,000 to purchase equipment and telematics devices and services.

 

Body

WHEREAS, the Saint Paul City Council and Mayor Melvin Carter are dedicated to making Saint Paul one of the most sustainable cities in the United States; and

 

WHEREAS, Fleet Services is working to implement more sustainable fleet operations by improving unhealthy lifecycle behaviors and increasing the detailed collection of vehicle behavior data; and

 

WHEREAS, Fleet Services is working to improve fleet operations thusly by improving driver behavior, equipment utilization, reducing greenhouse gas emissions, and reducing risk to the City, its employees and its residents; and

 

WHEREAS, Fleet Services would like to utilize unspent fund balance from 2018 while maintaining a fiscally responsible fund balance; and

 

WHEREAS, Fleet is now able to acquire 350 telematic units to optimize fleet performance, reduce operating costs, and improve driver behavior; and

 

WHEREAS, Fleet is now able to reduce the overdue vehicle and equipment replacement schedule; and

 

WHEREAS, Fleet wishes to increase the 2019 Financing and Spending budgets by carrying forward the spending authority unspent in 2018 through a use of fund balance; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $400,000 in the Office of Financial Services Fleet; now

 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $400,000 is available for appropriation in the 2019 Fleet budget, and said budget, as heretofore adopted by the Council is hereby further amended as indicated in the attached fiscal analysis form.
