Title

Approving the City’s cost of providing Collection of Delinquent Garbage Bills for service during October to December 2018, and setting date of Legislative Hearing for May 9, 2019 and City Council public hearing for June 12, 2019 to consider and levy the assessments against individual properties. Body

WHEREAS, pursuant to Saint Paul Administrative Code Chapter 60: Property Service Cost Assessments, the Office of Financial Services Real Estate Section has prepared the attached Report of Completion of Assessment for Final Notice for Collection of Delinquent Garbage Bills for service provided October to December 2018 under Assessment No. 190062 (File No. CG1901C3); and,

 

WHEREAS, the Office of Financial Services Real Estate Section has prepared for the Council’s consideration the attached Assessment Roll listing the benefited property, the property owner, the purpose of the assessment, and the charges as reported by the department overseeing the service; and hereby submits said Assessment Roll for the City Council’s consideration to adopt and levy said charges as an assessment against the benefited property; and

 

WHEREAS, a legislative hearing on said assessment is scheduled on the 9th day of May 2019 at the hour of 9:00 a.m. in Room 330, Third Floor, City Hall Court House, in the City of Saint Paul; now, therefore be it

 

RESOLVED, that the Council of the City of Saint Paul hereby accepts and approves said Report of Completion of Assessment and Assessment Roll; and be it

 

FURTHER RESOLVED, that a public hearing be had on said assessment on the 12th day of June 2019 at the hour of 3:30 p.m. in the Council Chambers of the Court House and City Hall Building, in the City of Saint Paul; and that the Office of Financial Services Real Estate Section provide mailed and published notice of the same as required by law.

4/23/2019 10:42 PMMarguerite DeSpain  Against I am against all of the aspects of the City Council's Meeting that are focused on ***essing citizens for delinquent garbage bills and opposed to the City Council amending its Charter so it does not have to honor the citizens of St. Paul in their recent petition to the City (that followed all guidelines). It is a travesty of government for you to change the rules after the fact as a way to fight against citizen input. While citizen input is inconvenient, the day you find yourselves legislating citizen input out of your process is the saddest day of your leadership. Hearing input before a program does not excuse the Council from hearing input and making changes during the first months and year of a program. It is irresponsible to ignore those of us participating in the trash program as neighbor-sharers that don't need our own bin. It is irresponsible of the Council to arbitrarily impose penalties on those of us that never had trash pickup in the past, and now are penalized.
