Authorizing the Department of Planning and Economic Development to submit a Contamination Cleanup and Investigation Grant application to the Minnesota Department of Employment and Economic Development for the International Institute of Minnesota project at 1694 Como Avenue.

Body

WHEREAS, the City of Saint Paul has agreed to act as the legal sponsor for the International Institute of Minnesota project at 1694 Como Avenue (the “Project”), undertaken by International Institute of Minnesota, and outlined in the Contamination Cleanup and Investigation application to be submitted on May 1, 2019; and

WHEREAS, International Institute of Minnesota has legal authority to apply for financial assistance for the Project, and the institutional, managerial, and financial capability to ensure adequate project administration; and

WHEREAS, the sources and amounts of the local matching funds are identified in the application to the Project; and

WHEREAS, if the Project fails to substantially provide the public benefits listed in the application within five years from the date of the grant award, International Institute of Minnesota may be required to repay 100 percent of the awarded grant, per Minn. Stat. § 116J.575 Subd. 4; and

WHEREAS, International Institute of Minnesota has not, to the City’s knowledge, violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice;

NOW, THEREFORE BE IT RESOLVED, that City Council of Saint Paul authorizes the Director of the Department of Planning and Economic Development to apply for funding from the Minnesota Department of Employment and Economic Development for the above-referenced Project; and

BE IT FURTHER RESOLVED, that upon approval of its application by the state, the City Council of Saint Paul authorizes the Director of the Department of Planning and Economic Development to enter into an agreement with the State of...
