Title

Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $1,590,300 to reflect additional 2019-20 Metropolitan Council Capital Improvement Program funding for the Phalen Regional Park Master Plan Implementation project, and giving permission for the proper city officials to enter into an agreement with the Metropolitan Council, which includes an indemnification clause.

 

Body

WHEREAS, the Department of Parks and Recreation applied for (per CF #16-1684) and received a Metro Parks C.I.P. appropriation in the amount of $1,590,300 for the Phalen Regional Park Master Plan Implementation project; and

 

WHEREAS, the Department of Parks and Recreation wishes to accept the additional funds and amend the financing and spending plan (CF PH #17-293) by adding $1,590,300 for the Phalen Regional Park Master Plan Implementation project; and

 

WHEREAS, the grant agreement requires the City to defend and indemnify the Metropolitan Council as a condition of receiving the grant funds; and

 

WHEREAS, the City Council finds that there is a public purpose in continued implementation of the adopted Phalen Regional Park master plan, including circulation elements and associated landscaping, site furnishings, and wayfinding signage; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $1,590,300 in excess of those estimated in the 2017 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $1,590,300 is available for appropriation in the 2017 Capital Improvement Budget, and said 2017 budget, as heretofore adopted by the Council, is here by further amended as indicated on the attached financial analysis; and, be it

 

FURTHER RESOLVED, that Council authorizes the appropriate City officials to enter into an agreement with the Metropolitan Council-Metro Parks for the aforementioned funding, which includes an indemnification clause.
