Approving the request for sound level variances for Lametti & Sons Inc. to allow for multiple cure-in-place sewer liner projects at eleven locations, beginning May 1, 2019 through August 1, 2019. WHEREAS, Chapter 293 of the Saint Paul Legislative Code was enacted to regulate the subject of noise in the City of Saint Paul; and
WHEREAS, §293.09 provides for the granting of variances from the sound level limitations contained in §293.07, upon a finding by the City Council that full compliance with Chapter 293 would constitute an unreasonable hardship on the applicant, other persons or on the community; and
WHEREAS, Lametti and Sons, Inc., represented by Ross Larson, Project Manager, who has been designated as the responsible person on the application, has applied for eleven (11) sound level variances, at a requested sound level limit of 80 decibels (dBA) at 50 feet, for sewer construction work, with use of heavy trucks with internal generators and hydraulic pumps during the sewer lining projects beginning May 1, 2019 through July 1, 2019 for the Fairview between Shields and Feronia site; and June 1, 2019 through August 1, 2019 for all other sites. The project proposes to allow elevated sound levels during two nights, one for sewer cleaning and inspection, and one for sewer lining at each of the eleven sites, with a sewer liner curing process requiring 24 hours of continuous work.
