Approving the non-use of a Project Labor Agreement (PLA) for the Downtown Traffic Signal Enhancements Project.
Body
WHEREAS, the Council of the City of Saint Paul adopted a policy on the use of Project Labor Agreements pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and
WHEREAS, the Department of Public Works is undertaking the Downtown Traffic Signal Enhancements Project involving $250,000 or more of city money to install fiber-optic interconnect, traffic signal controllers, and dynamic message signs to optimize downtown traffic signal operations; and
WHEREAS, the Department of Public Works sent written "Notice and Request for Recommendation on the Use of a PLA" to interested parties on March 11, 2019 and received zero responses; and
WHEREAS, in considering relevant criteria for evaluating a PLA as outlined in CF#09-584, staff did not identify that a PLA will benefit the project.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul hereby approves the non-use of a PLA on the Downtown Traffic Signal Enhancements Project.
