Appointing Ballard Spahr LLP as special counsel, and approving the agreement for outside counsel services between the City Attorney's Office and Ballard Spahr LLP.

WHEREAS, Saint Paul City Charter § 5.02 permits the City, upon request of the City Attorney in the case of special or unusual circumstances, to appoint outside counsel to represent the City; and
WHEREAS, there being special circumstances requiring the services of outside counsel to provide legal services in the matter of bond counsel and related services, and
Whereas, pursuant to Saint Paul City Charter § 5.02 the City Attorney requests and recommends that Benjamin Johnson and the law firm of Ballard Spahr LLP be appointed special counsel for said purposes; and
WHEREAS, the fee for said services is specified in the attached Master Legal Services Agreement between the City of Saint Paul and Ballard Spahr LLP; now, therefore be it
RESOLVED, pursuant to Saint Paul City Charter § 5.02 and upon request of the City Attorney, the Council of the City of Saint Paul hereby appoints Benjamin Johnson and the law firm of Ballard Spahr LLP special counsel for the purpose of bond counsel and related purposes and authorizes the proper City officials to execute the Master Legal Services Agreement with Ballard Spahr LLP in substantially the form attached hereto.
