Authorizing the Department of Parks and Recreation to apply for grant funds of $15,000 from the Minnesota State Arts Board to support the McDonough Celebrate Me - Celebrate Community Festival and Art Crawl 2019 and, if awarded, accept and enter into a grant agreement, and indemnify and hold harmless the State of Minnesota, the Board, its agents, and employees in the performance of the contract related to the grant funds.

WHEREAS, the Department of Parks & Recreation is requesting permission to apply for and accept $15,000 in grant funds from the Minnesota State Arts Board to support the McDonough Celebrate Me - Celebrate Community Festival and Art Crawl 2019; and
WHEREAS, the grant funds, if awarded, will provide quality artists and art activities to enhance the McDonough Celebrate Me - Celebrate Community Festival and Art Crawl 2019 ; and
WHEREAS, the grant funds if awarded, will require a grant agreement with the Minnesota State Arts Board; and
WHEREAS, there is a 25% match of these funds by the City and other supporting agencies of the Celebrate Me - Celebrate Community Festival and Art Crawl 2019; and
WHEREAS, the 25% matching funds, equaling approximately $5,000.00, would come from Parks and Rec staffing hours for both planning/pre-event work and day of staffing, office supply costs for promotional materials covered by Parks and Rec, cost of interpreters covered by Mississippi Creative Arts Elementary, cost of other promotional and miscellaneous materials covered by the North End Booster Club and Midway Men’s Club funds, and revenue earned from selling concessions at the event; and
WHEREAS, the City Council of Saint Paul finds that the expenditure of these funds to provide quality artists and art activities to enhance the McDonough Celebrate Me - Celebrate Community Festival and Art Crawl 2019 has a public purpose and the expenditure of funds through the promise of indemnification for the State of Minnesota, the Board, its agents, an...
