Title

Authorizing the Department of Planning and Economic Development to submit a Redevelopment Grant application to the Minnesota Department of Employment and Economic Development for North West University Dale project.

 

Body

WHEREAS, the City of Saint Paul has agreed to act as the legal sponsor for the North West University Dale project (the “Project”), undertaken by Neighborhood Development Center, and outlined in the attached Redevelopment Grant application submitted on February 1, 2019; and

WHEREAS, the City of Saint Paul has legal authority to apply for financial assistance for the Project, and the institutional, managerial, and financial capability to ensure adequate grant administration; and

WHEREAS, if the project identified in the application fails to substantially provide the public benefits listed in the application within five years from the date of the grant award, the City of Saint Paul may be required to repay 100 percent of the awarded grant, per Minn. Stat. § 116J.575 Subd. 4; and

WHEREAS, the City of Saint Paul has not, to the City’s knowledge, violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice;

NOW, THEREFORE BE IT RESOLVED, that City Council of Saint Paul authorizes the Director of the Department of Planning and Economic Development to apply for funding from the Minnesota Department of Employment and Economic Development for the above-referenced Project; and

BE IT FURTHER RESOLVED, that if the City is awarded Department of Employment and Economic Development grant for this project, the City will be the grantee and agrees to act as the legal sponsor to administer and be responsible for grant funds expended for the project contained in grant application submitted; and

BE IT FURTHER RESOLVED, that the sources and amounts of the local match identified in the application are committed to the project identified; and

BE IT FURTHER RESOLVED, that the Mayor, Director of the Office of Financial Services, Director of Human Rights and Equal Opportunity, and Director of Planning and Economic Development of the City of Saint Paul are hereby authorized to execute such agreements as are necessary to implement the purposes of this resolution.
