Authorizing not using a Project Labor Agreement for the Summit Avenue Bridge No. 62504 Project.

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and
WHEREAS, Public Works is undertaking the following bridge reconstruction project in 2019 with total budgets over $250,000:
Summit Avenue Bridge No. 62504: Reconstruction of bridge and approach roadways.
WHEREAS, this project has been awarded $3.1M of federal funding which requires federal approval of all project labor agreements and the federal government requires a 3-to-4-month approval timeframe.
WHEREAS, the federal approval timeframe would put the federal funds at risk by jeopardizing Public Works’ ability to meet the federal project approval deadline.
WHEREAS, Public Works sent written "Notice and Request for Recommendation on the Use of a PLA" to interested parties on January 3, 2019 with two responses received from the Saint Paul Building Trades council (SPBTC) and Associated General Contractors (AGC) requesting a PLA for this project.; and
WHEREAS, the loss of federal funding would mean that the project could not proceed.
NOW, THEREFORE BE IT RESOLVED that the City Council approves to NOT USE a PLA on the Summit Avenue Bridge No. 62504 Project.
