2.                     Approving the purchase by the City of Saint Paul of improvements to the RiverCentre Parking Ramp made by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota with the proceeds of its Parking Facility Lease Revenue Bonds, Series 2009 (RiverCentre Parking Ramp Improvements) and the redemption of bonds

 

Dr. Bruce Corrie, HRA Executive Director, stated that this item is a refinancing of the existing bonds to achieve cost efficiencies.

 

Moved by Commissioner Noecker, Resolution Adopted as set forth in RES 19-270

3.                     Resolution approving guidelines and funding for the 2019 4(d) Affordable Housing Incentive program

 

Dr. Bruce Corrie, HRA Executive Director, stated that this request if for the approval of the 4(d) Affordable Housing Incentive Program guidelines and $60,000 of the Housing Trust Fund to be allocated to the 4d Affordable Housing Incentive Program for the year 2019. This program offers property owners tax credits as well as a grant of $100 per unit, up to $1,000 per building, for keeping units affordable and limiting rent increases to 3% a year.

 

Commissioner Noecker asked how this program will be advertised. Dr. Corrie stated that PED will do direct mailings to property owners. Kayla Schuchman, PED Housing Director, shared that in addition to direct mailings, PED is working with Minnesota Housing on the possibility of extending the deadline beyond March 31. A press release will be sent to the Multi-housing Association and we’re also working with Housing Link in hopes that they can help get the word out. Also, Jules Atangana, PED Principal Project Manager, will be attending a land lord session next week to talk about the program.

 

Commissioner Noecker suggested partnering with DSI as well. Kayla stated that they have been in communication with DSI.

 

Commissioner Prince expressed how delighted she is with this program and invited Kayla and PED to an event in her Ward on February 19 to spread the word to landlords in her neighborhood.

 

Commissioner Jalali Nelson requested a status update after the first cycle and questioned the number of households across the City that this program will impact. Kayla stated that the hope is 200 household and will evaluate the results after this first year.

 

Chair Tolbert thanked Kayla and PED staff for all the hard work on affordable housing.

4.                     Amend the 2019 HRA Parking Enterprise fund budget for RiverCentre consulting services, District 17, Ward 2 (Laid over from the January 23, 2019 HRA meeting)

 

Moved by Commissioner Noecker, Resolution RES 19-61 is Laid Over to the Housing & Redevelopment Authority, due back on 3/13/2019.
