Title

Amending the City’s State Legislative Agenda.

Body

WHEREAS, from time to time the City Council and Mayor find it appropriate to amend the City’s State Legislative agenda; and

WHEREAS, the City of Saint Paul continues to identify ways to advance its goal of being carbon neutral in all building by 2050, consistent with the adopted plan Saint Paul’s Path to Carbon Neutrality: Building Sector; now, therefore, be it resolved

RESOLVED that the Saint Paul City Council approves the amendments to the City’s State Legislative agenda outlined in the attached document and with the following language:

The City of Saint Paul supports the passage of State Legislation that would expressly enable Minnesota cities to require building owners to benchmark their total building energy and water use, and to make public such basic metrics as total building energy use, energy use intensity, and Energy STAR rating.

The City of Saint Paul supports the passage of State Legislation that would enable cities to opt into a more aggressive energy code (such as Sustainable Buildings 2030), sometimes referred to as a “stretch code.”
