Title

Approving and authorizing acceptance of Contamination Cleanup and Investigation grants from the Department of Employment and Economic Development; Livable Communities Transit Oriented Development Grants, Livable Communities Demonstration Account Grants, and Livable Communities Tax Base Revitalization Account Grants, from the Metropolitan Council; and amending the 2019 Budget.

 

Body

WHEREAS, the City Council on:

 

§                     July 19, 2018, by Resolution number 18-1119, authorized its Department of Planning & Economic Development to submit on behalf of the City an application for Metropolitan Council Livable Communities TOD grant funds for the TOD Project component(s) identified in the application, and to execute such agreements as may be necessary to implement the TOD Project on behalf of the City. These projects include: North West University Dale, and Plant & Cultivate (Springboard for the Arts) Projects;

 

§                     August 9, 2018, by Resolution number 18-1264, identified the need for Livable Community Demonstration Account (LCDA) funding, and authorized its Department of Planning and Economic Development to submit on behalf of the City a pre-development application for grant funds for Rice Street Flats, 848 Payne Avenue, and Capital Professional Office Building Redevelopment;

 

§                     October 17, 2018, by Resolution number 18-1680, authorized the Director of the Department of Planning and Economic Development to submit applications to the Department of Employment and Economic Development for Contamination Cleanup and Investigation Grants and the Metropolitan Council  for Tax Base Revitalization Account Program, for the 641 Fairview Avenue North, Hillcrest Golf Course, North West University Dale, Raymond Station, Rice Street Flats, and Vintage 2 sites;

 

§                     October 24, 2018, by Resolution number 18-1681, identified the need for Livable Community Demonstration Account (LCDA) funding, and authorized its Department of Planning and Economic Development to submit on behalf of the City a pre-development application for grant funds for the Upper Rice Street site;

 

§                     October 24, 2018, by Resolution number 18-1682, identified the need for Metropolitan Council Livable Communities Transit-Oriented Development (LCDA) funding, and authorized its Department of Planning and Economic Development to submit on behalf of the City an application for grant funds for the Ford Site Redevelopment project; and

                     

WHEREAS, the Department of Employment and Economic Development and the Metropolitan Council has approved the following grant applications:

 

§                     Contamination Cleanup and Investigation grants of $228,300.00 for Fairview Business Center (641 Fairview Avenue North), of $237,630.00 for Northwest University Dale, and of $93,813.00 for O’Gara’s (Vintage 2) sites; 

 

§                     Livable Communities Demonstration Account Pre-Development grant of $99,600.00 for the Upper Rice Street site;

 

§                     Livable Communities Demonstration Account Transit Oriented Development grant of $949,250.00 for the North West University Dale, and of $100,000.00 for the Ford Site Redevelopment projects;

 

§                     Livable Communities Demonstration Account grants of $269,500.00 for 848 Payne, and of $713,730.00 for Capital Professional Office Building Redevelopment;

 

§                     Livable Communities Act Tax Base Revitalization Account grants of $233,700.00 for Northwest University Dale, of $441,600.00 for Fairview Business Center, and of $483,900.00 for Raymond Station; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $4,118,618.00 in funds are available for appropriation in excess of those estimated in the 2018 budget and recommends the changes to the 2018 budget identified on the attached Financial Analysis; and

 

NOW THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul accepts these grants and approves the changes identified on the attached Financial Analysis to the 2018 budget.
