Authorizing Approval of Outreach Expenditures

[WHEREAS, the Saint Paul Public Library Agency (SPPLA) s involved in numerous outreach activities designed to increase use of the Library by a wide range of communities; and
WHEREAS, extensive experience with such outreach has demonstrated the need for different types of incentives to increase participation including childcare, refreshments and tangible takeaways such as books and other items; and
WHEREAS, the Agency recognizes the values of providing incentives for community generated programming; and
WHEREAS, the Agency wishes to provide nutritious snacks during use of the homework centers, scheduled teen group meetings, library programs, community forums and planning meetings; and
WHEREAS, the Agency also may purchase small items such as pencils, balloons or other souvenir items of limited value that support its marketing strategy in non-traditional communities; and
WHEREAS, the expenditure of money serves a public purpose in increasing library use especially among communities where use of the library is a new activity; now therefore, be it
RESOLVED, that the Saint Paul Library Agency is hereby authorized to expend an amount not to exceed $15,000.00 for the purpose of providing refreshments, marketing paraphernalia and other incentives for up to 350 specific events during 2019.
