Title

Approving the use or non-use of a Project Labor Agreement (PLA) on Department of Parks and Recreation construction projects for the first half of 2019.

 

Body

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor agreements (“PLA”) for projects involving $250,000 or more of city money; and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on December 11, 2018 with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council which stated, “Dollar amount, time frame, length of project, multi-craft, and contract negotiations" as reasons they recommend a PLA for these projects, with no other recommendations for using a PLA; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with  budget totals over $250,000:

 

Como Marine Mammal Building Renovation - Upon completion of Como Harbor Seal and Sea Lions, the Marine Mammal Building will have an open exhibit, the renovation will include replacing the fresh water fish tanks in the center of the building and replacing with new saltwater tanks, filling in the pools and former polar bear viewing area and adding stand along fish tanks, and upgrading the lighting, graphics, other ascetics. Estimated Cost: $1,900,000 / Estimated Start Date: March 2019 (24 months)

 

Dickerman Park - Construction of park between Wheeler east to Aldine. Estimated Cost: $750,000 / Estimated Start Date: July 2019 (3 months)

 

Frogtown Community Center Park Improvements - Demolition of the existing Scheffer Recreation Center building, site grading, construction of new artificial turf fields with field lighting, new paths, courts, and children’s play area. Estimated Cost: $2,200,000 / Estimated Start Date: May 2019 (for 4 months)

 

Lilydale Picnic Pavilion - Construction of a new 8-table picnic shelter and 2-stall restroom building with trail and planting improvements in Lilydale Regional Park. Estimated Cost: $950,000 / Estimated Start Date: June 2019 (for 4 months)

 

Midway Peace Park - Park development including plaza spaces, play area, water feature, and furnishings. Estimated Cost: $2,100,000 / Estimated Start Date: July 2019 (for 5 months)

 

Pedro Park - Park development including plaza spaces, water feature, and furnishings. Estimated Cost: $2,800,000 / Estimated Start Date: June 2019 (for 5 months)

 

Robert Piram Regional Trail - Construction of a 3.7 mile regional pedestrian and bicycle trail from Harriet Island to South Saint Paul. Project includes trail surfacing, roadway mill and overlay, pedestrian ramps, wayfinding, two boardwalk bridges, and one overpass bridge. Estimated Cost: $8,600,000 / Estimated Start Date: April 2019 (for 18 months)

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for these projects, which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA of these projects; and

 

WHEREAS, the Department of Parks and Recreation is undertaking improvements to these additional sites using funds as noted, with project total budgets over $250,000:

 

2019 Annual Court Renovations - Replacing and installing new tennis and basketball courts. Estimated Cost: $350,000 / Estimated Start Date: May 2019 (for 3 months)

 

Lower Landing Park Improvements - Renovation of entry plaza to Lower Landing Park, concrete and metal work, landscaping, furnishing, signage, and rip-rap fill on river edge. Estimated Construction Cost: $400,000 / Estimated Start Date: May 2019 (for 3-5 months)

 

Indian Mounds Regional Park Trail Reconstruction - Remove/replace bituminous trails, ADA ramps, and directional signs throughout Indian Mounds Regional Park. Estimated Cost: $1,700,000 (Federal Aid Funding) / Estimated Start Date: June 2019 (for 2 months)

 

Phalen Regional Park Transportation Improvements - Replacement of parking lots including curb and gutter, paving, sidewalks, signage, infiltration basin(s), and landscaping. Estimated Cost: $700,000 / Estimated Start Date: August 2019 (for 4 months)

 

WHEREAS, each project included in this staff report is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates;and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584, a PLA will not benefit the 2019 Annual Court Renovations, Lower Landing Park Improvements, Indian Mounds Regional Park Trail Reconstruction, and Phalen Regional Park Transportation Improvements based on the criteria of size, duration, and impact of delays; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Como Marine Mammal Building Renovation, Dickerman Park, Frogtown Community Center Park Improvements, Lilydale Picnic Pavilion, Midway Peace Park, Pedro Park, and Robert Piram Regional Trail projects; and, be it

 

FURTHER RESOLVED, that the City Council finds that the Saint Paul 2019 Annual Court Renovations, Lower Landing Park Improvements, Indian Mounds Regional Park Trail Reconstruction, and Phalen Regional Park Transportation Improvements projects are not of a scope or nature that it will be negatively impacted if no PLA is required.
