Title

Amending the financing and spending plans in the Office of Technology’s General Government Special Projects fund in the City’s 2018 Operating Budget to more accurately reflect the transfer of cable franchise revenues to Saint Paul Neighborhood Network (SPNN).

 

Body

WHEREAS, the City of Saint Paul’s cable franchise agreements require cable companies doing business in Saint Paul to provide support for the PEG (Public, Education, and Government) access channels available to cable subscribers in Saint Paul; and

 

WHEREAS, the City of Saint Paul has contracted with the Saint Paul Neighborhood Network (SPNN) to operate and manage four public and educational access channels in Saint Paul; and

 

WHEREAS, due to a change in the accounting of revenue and expenditures of PEG Fees at 2017 year end, the 2018 PEG budget must be corrected to reflect SPNN’s share of PEG fees as a pass through in the City budget; and

 

WHEREAS, this accounting change has been corrected in the 2019 proposed budget; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation, funds of $1,100,000 in excess of those estimated in the current 2018 Operating Budget;

 

THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul approves these changes to the 2018 Operating Budget.
