2.                     Reservation of year 2019 Low Income Housing Tax Credits for PPL Ain Dah Yung Supportive Housing, Saint Paul Preservation Project and North West University Dale, Districts 2, 3, 6 and 7, Wards 1, 2, 5 and 6 (Laid over from the October 10, 2018 HRA Board meeting)

 

Dr. Bruce Corrie, HRA Executive Director, presented an amended resolution and stated that during the May 2018 HRA meeting the HRA established criteria for selecting projects for the 9% tax credit and in August 2018, four applications were received. They were scored and ranked according to these points; the Ain Dah Yung project received 45 points, the Saint Paul Preservation project received 31 points, North West University Dale received 29 points and the Parkway project received 27 points.

The criteria states that if two projects are within two points of each other, the projects shall be deemed substantially equivalent and the HRA Board will select the project that best meets the City’s housing priorities. Based on financials and documents, staff recommends the Ain Dah Yung and Saint Paul Preservation project be completely funded. Dr. Corrie recommended two other projects for funding: North West University Dale and Parkway Apartments projects.

 

Commissioner Bostrom made a motion to move the amended resolution.

 

Commissioner Noecker asked for clarification on which projects will be fully funded as a result of the amendment. Dr. Corrie stated it’s the Ain Dah Yung and Saint Paul Preservation projects. Commissioner Noecker asked that if the rest of the tax credits were awarded to the North West University project would they be fully funded. Dr. Corrie said No, they would still need to raise money.

 

Commissioner Thao thanked staff for the work they put into this and apologized to Ain Dah Yung for any delays caused by the two week delay.

 

Commissioner Prince thanked staff and Dr. Corrie for working with her office on moving the Parkway Apartments back into the allocation for this year. Much needed project for the development of three bedroom and supportive units on the East Side.

 

Commissioner Brendmoen shared her appreciation for the extra time to review the amendment and asked for a second look at the score card (QAP) and their housing priorities.

PUBLIC HEARINGS

3.                     Authorization to acquire a vacated portion of Saint Anthony Park Library property located at 2245 Como Avenue from the City of Saint Paul and subsequently convey same to the owners of 2239 Como Avenue for use as a part of their sideyard. St. Anthony Park District 12, Ward 4

 

Dr. Bruce Corrie, HRA Executive Director, stated that St. Paul City Council pursuant to RES PH 18-32 has approved the vacation and disposal of a portion of the Saint Anthony Park Library property at 2245 Como Avenue; and RES 18-32 also approved the pass thru conveyance to HRA for sale to Richard and Nancy Foss, owners of the adjacent property at 2239 Como Avenue. The Housing and Redevelopment Authority of the City of Saint Paul is empowered to accept conveyance and convey same under its disposition policy at the request of the City and now desires to accept conveyance of the property from the City and subsequently convey the Property to the Buyers.

4.                     Resolution approving and authorizing the sale and conveyance of 100 East 10th Street, Saint Paul, MN to The Ackerberg Group; and authorization to enter into a development agreement, District 17, Ward 2

Commissioner Noecker requested that this item be heard after the City Council meeting at 4:30 p.m.

Commissioner Brendmoen made a motion to recess the HRA and this public hearing until after the City Council meeting tonight.

Commissioner Noecker presented an amended resolution to ensure the opportunity to expand Pedro Park to the South is not encumbered by any element of the design of the redeveloped Public Safety Annex.
