Title

Authorizing the Fire Department to donate amateur radio equipment to the Salvation Army Northern Division Emergency Disaster Services for use in disaster preparedness and response.

 

Body

WHEREAS, the Saint Paul Fire Department has determined that the amateur radio equipment listed in Attachment A is no longer needed to carry out department functions and is obsolete; and

WHEREAS,  Section 2.02 (G) (6)g.3 of the Saint Paul Administrative Code authorizes the the City to donate surplus equipment to a bona fide charitable organization upon a resolution that such donation is related to the function of government, serves a public purpose, and is for the benefit of the community as a whole; and

WHEREAS, the Fire Department has received a request from the Salvation Army Northern Division Emergency Disaster Services, a not-for-profit organization, asking for amateur radio equipment listed in Attachment A to be used to outfit mobile response units and their mobile emergency operations center critical to supporting responders, individuals, families, and businesses before, during, and after a disaste;and

WHEREAS, the estimated value of the radio equipment is $18,625; and

WHEREAS, the City Council’s transfer to the radio equipment would provide the Salvation Army personnel with equipment critical to supporting responders, individuals, and businesses throughout the metro region with essential communication capabilities in times of emergencies or disasters; and

WHEREAS, the donation of this equipment is related to the function of government and has a public purpose as use by the Salvation Army Northern Division Emergency Disaster Servicesa will continue to support emergency services during a disaster,  and will benefit Saint Paul residents and residents throughout the metropolitan area; now therefore be it

RESOLVED, that the City Council hereby authorizes the donation of the radio equipment listed in Attachment A to the Salvation Army on the condition that Salvation Army  shall remove the equipment  in a manner and in accordance with the time line mutually agreed upon with the Saint Paul Fire Department and shall bear all costs associated with the removal and transportation of the designated property and agrees to accept the property as is; and be it

FURTHER RESOLVED, that upon donation, the City shall have no further responsibility for said property and shall not provide any warranty, maintenance, repair, technical assistance, or any other kind of ongoing support, nor assume any costs that may be related to the ongoing use of the property by the Salvation Army.
