Title

Establishing a financing and spending plan in the Department of Parks and Recreation in the amount of $323,191 to utilize Parkland Dedication funds designated for creation of park space at 700 Emerald Street.

 

Body

WHEREAS, 700 Emerald LLC, in File No. 17-224-625, submitted for Saint Paul City Council approval, the preliminary and final plat of property at 700 Emerald St (SE corner at Franklin), combined plat for Moorhouse Commons to create three lots, two parks and three streets; and

 

WHEREAS, the Saint Paul City Council accepted and approved the preliminary and final plat for Moorhouse Commons, 700 Emerald St, SE corner at Franklin on May 2, 2018, CF #PH 18-110; and

 

WHEREAS, it is the desire of the Department of Parks and Recreation to transfer the designated Parkland Dedication funds of $323,191 allocated for the development of a park on said property, and to establish a financing and spending budget for the project; and

 

WHEREAS, there is a documented need for park space in this region of the City in multiple studies and documents including the Parks and Recreation chapter of the Saint Paul Comprehensive Plan, City of Saint Paul Parks and Recreation Vision (2008), Transformation of the Saint Paul Park and Recreation System: City of Saint Paul Parks and Recreation System Plan (2010), and the City of Saint Paul Central Corridor Development Strategy (2007), Central Corridor Station Area Plan: Westgate (2008, rev. 2018); and

 

WHEREAS, the conceptual plans in the Westgate Station Area Plan (rev. 2018) include the following amenities: trees, benches, lawn, and stormwater management; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $323,191 in excess of those estimated in the 2018 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $323,191 is available for appropriation in the 2018 Capital Improvement Budget, and said 2018 budget, as heretofore adopted by the Council, is hereby further amended.
