Authorizing the Department of Parks and Recreation to apply for $6,500 in funding through the Capitol Region Watershed District Special Grant program to engage youth from underserved communities in the sPARK water quality education program and, if successful, to enter into an agreement providing indemnification for CRWD.

 

Body

WHEREAS, Capitol Region Watershed District has a Partner Grants program; and

 

WHEREAS, the City of Saint Paul is eligible to receive up to $20,000 in grant funds for eligible clean water projects including education programs and materials, organizing projects, workshops, events, or clean water landscaping projects; and

WHEREAS, it is the intention of Parks and Recreation to submit a proposal requesting $6,500 to engage youth from underserved communities in the sPARK water quality education program; and

WHEREAS, if funded, the grant agreement will require that the grantee indemnify Capitol Region Watershed District, its agents and employees from any claims or causes of action arising from performance of the grant agreement; and

WHEREAS, the Saint Paul City Council finds that accepting the grant funds will fulfill a public purpose by educating citizens about clean water projects;  and

WHEREAS, the expenditure of public funds, which includes the promise of indemnification, for such a purpose will facilitate and enable it to take place; now, therefore, be it

RESOLVED, that the Department of Parks and Recreation is hereby authorized to seek funding on behalf of the City and, if successful, the appropriate city officials may enter into an agreement with Capitol Region Watershed District to accept the funds on behalf of the City which contains an indemnification clause.
