Amending the 2018 budgets in the Public Works Streets General Fund and the Street Maintenance Program.
Body
WHEREAS, in 2018, the Right of Way Fund was restructured into the Street Maintenance Program and under this structure programs were realigned; and
WHEREAS, after a full year of service under this restructured maintenance program, Public Works has better costing data and there is a need to better align the Street Maintenance Program budget; and
WHEREAS, salaries, services and materials budgeted in Street Maintenance Management and Summer Street Maintenance accounting units will be reallocated to both the Seal Coating and Sweeping programs; and
WHEREAS, in 2018 the City has already had five snow emergencies and additional non-snow emergency plowing events resulting in additional salary, vehicle rental and material costs incurred in winter maintenance operations; and
WHEREAS, the Winter Street Maintenance budget will be increased by $1,788,150 to cover previous snow events and provide adequate funding for upcoming winter maintenance costs; and
WHEREAS, the funding for Seal Coating and Sweeping accounting units will be collected through street maintenance fees; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of St Paul, does certify that there are available for appropriation funds of $1,788.150 in excess of those estimated in the 2018 Street Maintenance Program fund; and
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of St Paul, does certify that there are available for transfer of appropriation funds of $1,788.150 in the 2018 Public Works General Fund budget;
NOW THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul does hereby approve the amendments to the 2018 operating budgets as detailed in the attached financial analysis.
