Title

Accepting a grant from the Cities for Financial Empowerment Fund Inc. to fund technical assistance and anticipated expenses associated with a Financial Empowerment Bootcamp and Blueprint.

 

Body

WHEREAS, Mayor Melvin Carter proposed an office of financial empowerment in Saint Paul as part of the 2019 budget; and

WHEREAS, Cities for Financial Empowerment Fund, Inc. has awarded a grant to the City of Saint Paul to coordinate a municipal financial empowerment bootcamp and draft a municipal financial empowerment blueprint, outlining priorities, identifying key city and community leaders, highlighting possible programmatic and policy approaches, and proposing funding and sustainability strategies; and

WHEREAS, the attached financial analysis establishes a spending and financing budget for the above stated purposes; and

WHEREAS, the grant agreement contains an indemnification provision; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that upon acceptance of the grant, there will be available appropriations of $20,000 for the technical assistance to coordinate a financial empowerment bootcamp and draft a financial empowerment blueprint as specified in the attached financial analysis;

NOW, THEREFORE BE IT RESOLVED, that upon recommendation of the Mayor, the City Council hereby authorizes the City to accept the grant, and adopts these changes to the 2018 budget as noted on the attached financial analysis; and

BE IT FURTHER RESOLVED, that the City Council hereby authorizes the Mayor and appropriate City officials to execute the grant agreement, which includes an indemnification provision and is on file in substantially final form with the Office of Financial Services.
