Pertaining to the sale of property to Ramsey County located east of Rice Street, north of Country Drive, and south of Trunk Highway 694 in the City of Little Canada.

WHEREAS, Ramsey County is required to acquire title to the Board of Water Commissioners’ Property described below in the City of Little Canada, Ramsey County, Minnesota for the proposed reconstruction and improvement of Rice Street and Trunk Highway 694, Ramsey County Project P-3382, either through quitclaim deed or through eminent domain proceedings, such Property comprising approximately 2.52 acres (the “Property”):
Lots 1 through 7, Lots 22 through 28, Block 2, Rice St. Motor Line Addition, together with Lots 13 through 21, Block 1, Rice St. Motor Line Addition and vacated alleys accruing thereto, subject to street and highway rights-of-way, Ramsey County, Minnesota;
and
WHEREAS, The Board of Water Commissioners did adopt Resolution No. 18-912 which declared the Property to be surplus; and
WHEREAS, the Saint Paul City Council did adopt Resolution No. 18-1001 which concurred with the Board’s declaration of surplus and directed proper City officers to quitclaim the City’s interest in the Property to the Board, making it unnecessary to expend City resources in effecting its sale; and
WHEREAS, The City Attorney has determined that property held by the Board in its name may be sold by the Board in such manner as it considers prudent in accordance with the law; and
WHEREAS, Ramsey County secured the services of Patchin Messner Dodd & Brumm, valuation counselors, to appraise the market value of the Property, and that appraisal determined the value of the Property to be $17,500; and
WHEREAS, an independent review of said appraisal was conducted by Kelly A. Lindstrom, Certified General Appraiser, Minn. #20315256, and certification of the appraisal’s conclusion of value by this independent appraiser was supplied by Ramsey County; now, therefore, be it
