Approving the use of funds through the Ward 3 Year-Round STAR Program for Highland Park Disc Golf Course Renovation and Expansion Project.

WHEREAS, on August 8, 2018, the Neighborhood STAR Board reviewed a proposal from Saint Paul Parks and Recreation for STAR grant financing through the Ward 3 Year-Round STAR Program to renovate and expand the Highland Park Disc Golf Course; and
WHEREAS, this project will positively impact the residents and visitors to Saint Paul with renovation of nine (9) existing disc golf course holes, and expansion of nine (9) new disc golf course holes for a total of 18 holes, and addition of benches, trash and recycling containers, and disc golf course signage in Highland Park; and
WHEREAS, due to the proposal being of substantial community significance, a waiver to the Neighborhood STAR Guideline requirement of a $1 for $1 private match is being recommended; and
WHEREAS, a waiver to the Neighborhood STAR Guideline requiring improvements be capital in nature and permanently affixed, as well as expenses not being incurred until after funds have been approved, are also being recommended; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $11,009.00 in grant financing through the Ward 3 Neighborhood STAR Year-Round Program; now, therefore, be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
