Approving safety improvements to the bicycle lanes on Prior Avenue between University Avenue and Minnehaha Avenue.
Body
WHEREAS, the City of Saint Paul Department of Public Works is planning a mill and overlay of Prior Avenue between University Avenue and Minnehaha Avenue in 2018; and
WHEREAS, Public Works is proposing to improve the comfort and safety of the existing bicycle lanes on Prior Avenue from University Avenue to Minnehaha Avenue by installing a striped buffer between the travel lanes and bike lanes; and
WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and
WHEREAS, the proposed improvements to the bicycle lanes on Prior Avenue between University Avenue and Minnehaha Avenue are found to be consistent with the recommendations of the Saint Paul Bicycle Plan; and
WHEREAS, the elements proposed for implementation are referred to and listed in the Prior Avenue Summary of Engineering Recommendations dated 8/21/2018; and
WHEREAS, parking removal is proposed for the east side of Prior Avenue from University Avenue to Minnehaha Avenue to install the proposed bike lane buffers while maintaining appropriate lane widths; and
WHEREAS, parking occupancy counts, included in the Prior Avenue Summary of Engineering Recommendations, were performed at representative time periods to measure parking utilization along the corridor; and
WHEREAS, a notification was sent to adjacent property owners and tenants on 8/7/2018 to solicit feedback on the project as proposed; and
WHEREAS, The Transportation Committee of the Planning Commission has reviewed the proposed project and has recommended approval; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does herby authorize Public Works to implement buffered bicycle lanes on Prior Avenue between University Avenue and Minnehaha Avenue concurrent with the mill and overlay scheduled for 2018.
