Directing the Planning Commission to undertake a zoning study for Traditional Neighborhood districts related to floor area ratios, drive throughs, and design standards.

 

Body

WHEREAS, in September 2004, the City of Saint Paul established Traditional Neighborhood zoning districts.

 

WHEREAS, the intent of the Traditional Neighborhood districts identified under § 66.311 of the Zoning Code states: “Traditional neighborhood districts are intended to foster the development and growth of compact, pedestrian-oriented urban villages…to encourage a compatible mix f commercial and residential uses…new developments in proximity to major transit streets and corridors; and additional choices in housing.”

 

WHEREAS, issues have arisen while implementing projects in Traditional Neighborhood districts that detract from the intent of the traditional neighborhood districts, specifically related minimum floor area ratios, drive throughs, and building footprint size.

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council requests that the Planning Commission complete a zoning study to consider amendments to the Traditional Neighborhood requirements related to floor area ratios, drive throughs, and design standards, and report back to the Mayor and City Council with any recommended changes to the Zoning Code as a result of the study.
