Proclaiming Saturday, July 28, 2018 as Xe Xiong Day in the City of St. Paul.

WHEREAS, Xe Xiong, or also known as Mrs. Tong Kai Yang, turned 76 years old as of 2018; and
WHEREAS, Xe Xiong's husband, Tong Kai Yang, was a Major in the U.S. Secret War Army in Laos who assisted thousands of Hmong refugees escape communist Laos; and
WHEREAS, for Xe Xiong and Major Tong Kai Yang’s heroic efforts and support for the United States CIA, Major Tong Kai Yang, was assassinated by the communist regime in Laos; and
WHEREAS, Xe Xiong immigrated to the United States in 1993 to escape communist persecution; and
WHEREAS, in 1996, Xe Xiong moved her children from Sacramento, California to Saint Paul, MN; and
WHEREAS, she continued to be a devoted, hardworking, loving, and selfless mother to all her children and their spouses; and
WHEREAS, Xe Xiong has raised all eleven sons, twelve daughters, ninety grandchildren, and thirty great-grandchildren in the City of Saint Paul; and
WHEREAS, Xe Xiong has been a member of the Lao Veteran organization since 1975, advocating for Lao and Hmong American veteran benefits and human rights in Laos; and
WHEREAS, Xe Xiong has been an active voting citizen and community leader for many years and advocated for racial equity, fair housing for seniors, and other social justice causes in the City of Saint Paul; and therefore be it
RESOLVED, the City of Saint Paul recognizes Xe Xiong for her sacrifices and contributions to the United States, the Hmong refugee resettlement services, and City of Saint Paul; and be it further
RESOLVED, that the Saint Paul City Council proclaims July 28, 2018 as Xe Xiong Day in the City of Saint Paul.
