Approval of an easement for installation of stormwater infrastructure on HRA-owned property located at 716 Wilson Avenue, and authorization to execute an easement agreement, District 4, Ward 7
Body
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the “HRA”) is a public body corporate and politic established pursuant to the provisions of Minnesota Statutes, Section 469.001, et seq. (the “Act”); and

WHEREAS, the HRA has the power to engage in development or redevelopment activities under Minnesota law and the HRA is authorized to engage in activities relating to (a) housing projects and development, (b) removal and prevention of the spread of blight or deterioration, (c) brining substandard buildings and improvements into compliance with public standards, (d) disposition of land for private redevelopment, and (e) improving the tax base and the financial stability of the community, and to engage in the aforementioned activities when these needs cannot be met through reliance solely upon private initiative and which can also be undertaken in targeted neighborhoods; and is authorized to create redevelopment projects as defined in inn Stat Section 469.002, Subd. 14; and

WHEREAS, the HRA owns property commonly described as 716 Wilson Avenue, Saint Paul, Minnesota (the “Wilson Property”); and

WHEREAS, there is currently no stormwater infrastructure in the adjacent Bates avenue, which has created challenges for adjacent properties at 216 Bates, 212 Bates, and 208 Bates (the “Bates Properties”); and

WHEREAS, the HRA has invested in the construction and redevelopment of the Bates Properties; and

WHEREAS, it is in the public interest to approve the creation of an easement on the Wilson Property to allow the installation of infrastructure to address the stormwater management challenges and to ensure the long-term viability of the Bates Properties, seven out of eight of which are or will be affordable; and
