Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $1,432,512 to reflect funds from the Metropolitan Council’s Regional Solicitation Process, Transportation Advisory Board, for rehabilitation of Indian Mounds Regional Park Trail; and authorizing execution of a grant agreement, which may include an indemnification clause.

WHEREAS, the City of Saint Paul, with CF #14-1921, applied for Metropolitan Council, Transportation Advisory Board (TAB) grant funds for rehabilitation of Indian Mounds Regional Park Trail; and

WHEREAS, the City of Saint Paul, Department of Parks and Recreation, has been granted $1,432,512 for the project; and

WHEREAS, the funding will be utilized in addition to the existing $1,111,600 funds which satisfies the minimum 20% required local match for funding; and

WHEREAS, the City will be required to sign a grant agreement to accept and implement said funds, which miay include an indemnification clause; and

WHEREAS, the expenditure of funds in the form of a promise to indemnify the Metropolitan Council has a public purpose in providing trail rehabilitation, which adds to the recreational opportunities for Saint Paul; and

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the project in the amount of $1,432,512; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $1,432,512 in excess of those estimated in the 2017 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $1,432,512 is available for appropriation in the 2017 Capital Improvement Budget, and said 2017 budget, as therefore adopted by the Council, is hereby further amended; and be it
