3.                     Affordable Housing Policy Briefing

 

Dr. Bruce Corrie, HRA Executive Director, shared that with limited resources we are making a lot of progress in serving our residents with affordable housing options all across the continuum of housing - from homelessness to NOAH properties. Today we are in a very important moment.  There is a strong and unified interest and commitment by you, members of City Council and the HRA, Mayor Carter and Deputy Mayor Tincher, and we at the Department of Planning and Economic Development. We are in a position to make a significant leap forward in meeting the affordable housing needs of our residents. To this end, Housing Director, Patti Lilledahl and her team have assembled our baseline data and information on our critical gaps, funding sources and where our investments have occurred. As we move forward my intent is to focus on both the demand (raising income levels) as well as the supply of affordable housing units, especially in the areas of most critical need. In recent days I have been engaging with a number of small developers they can get people into an affordable home. You will find me actively engaged with affordable housing issues as we move forward and I thank you for your support and leadership in this area. Now I invite Housing Director Lilledahl and her team to begin their presentation.

 

Jamie Radel, PED Senior City Planner, gave a brief overview of the planning context relating to affordable housing.

 

Bob Spaulding, PED Research Analyst, discussed supply and demand in Saint Paul and shared data on housing production.

 

Patty Lilledahl, PED Housing Director, gave an overview on the HRA 2018 Housing Programs and a summary of how the 2017 resources were used.
