Title

Authorizing the submission of the 2018 Consolidated Plan (CDBG, ESG, HOME) to the U.S. Department of Housing and Urban Development (HUD), and execution of HUD agreements. 

Body

WHEREAS, the Council of the City of Saint Paul did approve, upon recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2017 Community Development Block Grant (CDBG) Program as part of the 2018 Capital Improvement Budget and the 2018 Special Funds Budget; and

WHEREAS, as part of the Application for Federal Assistance, the United States Department of Housing and Urban Development (HUD) requires each entitlement grantee (the City of Saint Paul is an entitlement grantee) to submit a consolidated plan every five years; and

WHEREAS, the required public hearing on the 2018 Consolidated Plan has been held on April 12, 2018 in accordance with HUD requirements;

NOW THEREFORE, the Saint Paul City Council takes the following action, be it:

RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2018 Consolidated Plan, as well as any other required documents to HUD in such form as prescribed by the regulations of HUD; and be it

FURTHER RESOLVED, the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to HUD any assurances, certifications, technical changes or additional information that may be required by HUD during the review of the City's 2018 Submission for Federal Assistance; and be it

FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2018 CDBG, ESG, and HOME programs by HUD, the City Council does hereby authorize the proper City officials to execute the grant agreements and contracts between HUD and the City of Saint Paul for the programs; and be it

FURTHER RESOLVED, that the estimated financing for the 2018 HUD programs is provided in the following manner: 2018 HUD Resources:  2018 CDBG Funding: $6,293,101   2018 HOME Funding: $1,472,699   2018 ESG Funding: $571,420   2018 Total HUD Funding: $8,337,220; and be it

FINALLY RESOLVED, that the projects and activities to be financed through HOME and ESG programs will be selected through separate processes and will come before the Mayor and City Council at a future date for approval.
