Recommending that Ramsey County implement bicycle lanes on Lexington Parkway from James Avenue to St. Clair Avenue.

WHEREAS, Ramsey County Public Works is planning a mill and overlay of Lexington Parkway between James Avenue and University Avenue in 2018; and
WHEREAS, the City of Saint Paul Department of Public Works, in coordination with Ramsey County, is proposing to implement bicycle lanes on Lexington Parkway from James Avenue to St. Clair Avenue to improve safety and comfort for all users of the street; and
WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and
WHEREAS, the proposed bicycle lanes on Lexington Parkway between are found to be consistent with the recommendations and intent of the Saint Paul Bicycle Plan; and
WHEREAS, the elements proposed for implementation are referred to and listed in the Lexington Parkway Summary of Engineering Recommendations dated 4/12/2018; and
WHEREAS, parking removal is proposed for the east side of Lexington Parkway between James Avenue and Juliet Avenue, and on both sides of Lexington Parkway between Juliet Avenue and Jefferson Avenue to install bike lanes while maintaining appropriate lane widths; and
WHEREAS, parking occupancy counts, included in the Lexington Parkway Summary of Engineering Recommendations were performed at representative time periods to measure parking utilization along the corridor; and
WHEREAS, staff has determined that sufficient parking capacity exists to accommodate existing parking demand on the west side of the street; and
WHEREAS, community project meetings were held on 1/25/2018 and 4/3/2018 to present information and receive feedback on the project as proposed; and
WHEREAS, The Transportation Committee of the Planning Commission has reviewed the proposed project and has recommended approval; and
WHEREAS, Lexington Parkway is a County State Aid Highway under the jurisdiction of Ramsey County; and
WHEREAS, the implementation of bicycle lanes on Lexington Parkway will not proceed without Ramsey County approval; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does herby recommend that Ramsey County Public Works implement bicycle lanes on Lexington Parkway from James Avenue to St. Clair Avenue concurrent with the mill and overlay scheduled for 2018.
