Authorizing the Department of Parks and Recreation to enter into a management agreement with Wheel Fun Rentals, LLC for the management of the Como Regional Park Miniature Golf course.
Body
WHEREAS, the Agreement with Putt’er There Miniature Golf at Como Regional Park expired October 31, 2017; and
WHEREAS, on October 30, 2017, the Department of Parks and Recreation issued a Request for Proposals for miniature golf services at Como Regional Park and Wheel Fun Rentals, LLC, was the successful proposer; and
WHEREAS, Wheel Fun Rentals, LLC and the City have negotiated a proposed Management Agreement, a copy of which is attached; and
WHEREAS, the Management Agreement has an initial five year term, guaranteed annual minimum payments, investment in the facility, and contains performance metrics which the Manager must meet before the City agrees to a renewal term as well as termination provisions in the event the Manager does not meet the Agreement requirements; and
WHEREAS, Saint Paul Administrative Code §86.01(d) requires that any management agreement for park lands or recreation facilities which will be for a period of more than one (1) year be approved by the city council following a public hearing before the Saint Paul Parks and Recreation Commission; and
WHEREAS, the Saint Paul Parks and Recreation Commission has reviewed the proposed Management Agreement and finds that the public will benefit from the services to be performed under the Agreement; and
WHEREAS, the Saint Paul City Council has reviewed the proposed Agreement and finds that the public will benefit from the services to be performed; now, therefore be it
RESOLVED, that the proper city officials are hereby authorized to enter into the attached Management Agreement with Wheel Fun Rentals, LLC.
