Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $40,000 for STAR grant funds received for site preparation to install anticipated sister-city gifts from Changsha, China in Phalen Regional Park.

WHEREAS, on January 10, 2018, the Neighborhood STAR board reviewed a proposal from the Minnesota China Friendship Garden Society in partnership with Saint Paul Parks and Recreation for STAR grant financing through the Neighborhood STAR Year-Round Program for site preparation to install anticipated sister-city gifts from Changsha, China; and

WHEREAS, the City of Saint Paul, Department of Parks and Recreation was granted $40,000 for the China Friendship Garden project; and

WHEREAS, this project will positively impact Phalen Regional Park and the City of Saint Paul with the installation of a symbolic Hmong sculpture and replica of Changsha’s famous Xiang Jiang Pavilion; and

WHEREAS, the Department of Parks and Recreation agrees to manage and administer said funds for the China Friendship Garden project; and

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the project in the amount of $40,000; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $40,000 in grant financing through Ward 6 and Ward 7 and City-wide Neighborhood STAR Year-Round Program; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $40,000 in excess of those estimated in the 2015 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $40,000 is available for appropriation in the 2015 Capital Improvement Budget, and said 2...
