Title

Approving and authorizing acceptance of Livable Communities Demonstration Account Development Grant, Tax Base Revitalization Account Grant, and Local Housing Incentives Account Grant from the Metropolitan Council and amending the 2018 Budget.

 

Body

WHEREAS, the City Council on:

 

§                     July 12, 2017, by Resolution number 17-971, identified the need for Livable Communities Demonstration Account  funding and authorized the Department of Planning and Economic Development  to submit applications to the Metropolitan Council Livable Communities Demonstration Account grant funds for 700 Emerald, Ain Dah Yung, and Pioneer Apartments;

 

§                     October 11, 2017, by Resolution number 17-1603, authorized the Department of Planning and Economic Development  to submit applications to the Metropolitan Council for Tax Base Revitalization Account Program for 520 Payne Avenue, 623-629 Whithall, 700 Emerald, 1745 University, Morning Star Redevelopment, Oakdale Development, Osborn370, West Side Flats Phase 3 (A and B), and Willow Reserve sites; 

 

§                     October 18, 2017, by Resolution number 17-1620, identified the need for Livable Communities Transit-Oriented development funding and authorized the Department of Planning and Economic Development  to submit, on behalf of the City of Saint Paul, applications for  Metropolitan Council Livable Communities Demonstration Account and Tax Base Revitalization Account Transit-Oriented Development (collectively, “TOD”) grant funds for the Saint Paul Public Safety Annex and YWCA Infill projects; and

                     

WHEREAS, the Metropolitan Council has approved the following grant applications:

 

§                     Livable Communities Demonstration Account grants of $350,000.00 for Ain Dah Yung and of $250,000.00 for Pioneer Press;

 

§                     Tax Base Revitalization Account grants of $13,200.00 for 520 Payne Avenue, of $9,600.00 for 623-629 Whithall, and of $ 15,700.00 for Oakdale Development;

 

§                     Livable Communities Demonstration Account Transit Oriented Development grant of $28,125.00 for the Saint Paul Public Safety Annex; and

 

 

WHEREAS, the Metropolitan Council has awarded a $60,000 grant to the City of Saint Paul under its Local Housing Incentives Account to the Neighborhood Development Alliance (NeDA) affordable housing project located in the City of Saint Paul, Minnesota; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $ 726,625.00 in funds are available for appropriation in excess of those estimated in the 2018 budget and recommends the changes to the 2018 budget identified on the attached Financial Analysis; and

 

NOW THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul accepts these grants and approves the changes identified on the attached Financial Analysis to the 2018 budget.
