Approving a Planning Commission study of the Southport Industrial District.
Body
WHEREAS, the Saint Paul City Council passed Resolution 15-2033 in December 2015 requesting a Planning Commission study of Southport on the West Side to address safety and health issues; and
WHEREAS, Planning Commission staff undertook a study of the Southport Industrial District with the directives in the City Council resolution as a guide; and
WHEREAS, a series of community forums were held between summer 2016 and spring 2017 at which representatives from Protect Our Riverfront Together (PORT), West Side Community Organization, and area business owners and operators helped guide the study by identifying the specific issues of concern to be included in the study; and
WHEREAS, the Saint Paul Port Authority was a partner in the community meetings and study development and the Minnesota Department of Health and the Minnesota Pollution Control Agency participated in community meetings and provided information on air quality and environmental conditions in the study area; and
WHEREAS, the study provides answers to the questions raised by area residents and business owners and makes recommendations to improve health and safety in the area; and
WHEREAS, the Planning Commission referred the Southport Industrial District Study to the Comprehensive and Neighborhood Planning Committee for review and recommendation; and
WHEREAS, the Comprehensive and Neighborhood Planning Committee, recommended the study be released for review and the Planning Commission hold a public hearing;
WHEREAS, on January 12, 2018 the Saint Paul Planning Commission held a duly noticed public hearing on the study; and
WHEREAS, the Planning Commission referred the study to the Comprehensive and Neighborhood Planning Committee for consideration, review of the public hearing testimony, and recommendation; and
WHEREAS, the Comprehensive and Neighborhood Planning Committee, on January 24, 2018, forwarded its recommendations to the Planning Commission; and
WHEREAS, the Planning Commission on February 23, 2018 forwarded the study to the Mayor and City Council with a recommendation for approval;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council hereby approves the Southport Industrial District Study.
