Appeal of Pat Wolf, o/b/o H.F.S. Properties, to a Vacant Building Registration Fee Warning Letter at 428 MINNESOTA STREET.

Purpose of Appeal: In its previous history, this buidling had been a vacant building. We have worked with the City on re-purposing this former retail building into an office building. As a result of this plan, the building has undergone a full demolition with the exception of the structural steel on a portion of the building. In contacting Mr. Steve Ubl about the change in status from a vacant building to a new development, he suggested that we file this appeal. See attached photos of building prior to demolition, demolition of building except for structural steel on the 1st and 2nd floors, and new structure.

WHEREAS, in the matter of the Appeal of Pat Wolf, o/b/o H.F.S. Properties, to a Vacant Building Registration Fee Warning Letter at 428 MINNESOTA STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal as the assessment has gone to assessment, noting that if owner receives its Certificate of Occupancy by August 1, 2018, will recommend deletion of the vacant building fee; Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter, noting the code compliance certificate has not been issued as of August 1, 2018.
