Reconsidering enforcement of Council File No. RLH RR 17-46, an Order to Raze or Remove the structures at 1060 AVON STREET.

WHEREAS, Legislative Hearings were held on December 12, 2017, January 30, 2018 and February 13, 2018 and Council public hearings were held on January 3 and February 28, 2017 in the matter of Order to Remove or Repair the Structures at 1060 Avon Street; and
WHEREAS, the Saint Paul Council granted 15 days for the razing and removal of the building(s) at this property as the owner of the property, Donald Klemmer, as he did not meet the following conditions by the time of the City Council’s public hearing and vote on February 28, 2018:
1) Secure a code compliance inspection report (although application had been made for this report in December 2017, access to the building was not provided);
2) Provide a work plan or sworn construction statement with timelines andn contractor bids for the completion of the rehabilitation of the building;
3) Provide evidence of financial wherewithal to complete the rehabilitation of the property;
4) Provide for the exterior maintenance the property;
WHEREAS, in the interest of maintaining affordable housing stock and gathering more information on the current condition of the interior of the structure the Council referred this matter to Legislative Hearing for the development of this staff report and a recommendation on whether a formal stay should be considered in the enforcement of Council File No. RLH RR 17-46, an Order to Raze or Remove the structures at 1060 Avon Street; now, therefore, be it
RESOLVED, that the Legislative Hearing Officer recommends the Council [fill in recommendation and attendant conditions]
RESOLVED, that the Legislative Hearing Officer will prepare a resolution for Council consideration of this matter.
