Title

Approving the use or non-use of a Project Labor Agreement (PLA) on Department of Parks and Recreation construction projects for the first half of 2018.

 

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on December 22, 2017 with one response received; and

 

WHEREAS, the Department of Parks and Recreation is undertaking improvements to the following sites using funds as noted, with project total budgets over $250,000:

 

1.                     Como Park Carousel Plaza project includes the construction of a concrete plaza with pedestrian lights at the Como Park Zoo and Conservatory.  The construction cost of $325,000 is funded by Legacy Arts and Culture with an anticipated construction timeline of three months.

2.                     Lilydale Regional Park Slope Stability Work includes the grading, slope stabilization and restoration over a three-month construction period. The project has an estimated construction cost of $650,000 which is funded through Disaster Relief Funds.

3.                     Scheffer Community Center Construction is anticipated to begin in Spring 2018 and continue for 12-14 months. Construction costs of $7,000,000, funded by the Capital Improvement Budget, includes a new building, parking lot, and related site improvements.

4.                     Sylvan Park Improvements will include improvements to the playing fields and play area.  The natural grass field will be replaced with artificial turf. The project is funded through the Capital Improvement Budget including a $1,350,000 construction budget and a four-month construction schedule, beginning in Summer, 2018.

 

WHEREAS, the Saint Paul Building and Construction Trades Council which stated, “Dollar Amount; Length of Project; and Multi-craft” as reasons they recommend a PLA for these projects, with no other recommendations for using a PLA; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF#09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA of these projects; and

 

WHEREAS, the Department of Parks and Recreation is undertaking improvements to these additional sites using funds as noted, with project total budgets over $250,000:

 

5.                     Saint Paul Changsha China Friendship Garden is being funded solely with private fundraising. The $350,000 construction project will include an entrance gate, donor wall, Hmong culture wall, walkways and plaza space, landscaping, and a foundation for a replica of the famous Aiwan Pavilion. The Xiang Jiang pavilion (replica of the Aiwan pavilion) is part of a gift exchange between the City of Saint Paul and Changsha, China. Chinese laborers will assist with the assembly of the Xiang Jiang pavilion in Phalen Park during construction of Phase I in July and August 2018.

6.                     Highland Community Center Play Area Replacement project financing was approved through the Capital Improvement Budget process. The $325,000 construction budget accommodates renovation of the play area and replacement of play equipment over a 3-month construction period, beginning in Spring 2018.

7.                     Marydale Play Area Improvements project is financed by the Capital Improvement Budget. Construction costs of $280,000 will fund replacement of play equipment, circulation and landscape improvements and site furnishings.

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF#09-584, a PLA will not benefit the Saint Paul Changsha China Friendship Garden, Highland Community Center Play Area Replacement, and Marydale Play Area Improvements based on the criteria of size, duration, and impact of delays; and

 

WHEREAS, each project included in this staff report is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Como Park Carousel Plaza, Lilydale Regional Park Slope Stability Work, Scheffer Community Center Construction, and Sylvan Park Improvements projects;and, be it

 

FURTHER RESOLVED, that the City Council finds that the Saint Paul Changsha China Friendship Garden, Highland Community Center Play Area Replacement, and Marydale Play Area Improvements projects are not of a scope or nature that it will be negatively impacted if no PLA is required.
