Supporting the Minnesota Department of Transportation’s Noise Wall Improvement on the south side of I-94 between Fairview Avenue and Prior Avenue.

WHEREAS, the State of Minnesota, acting through its Commissioner of Transportation (MnDOT) and in accordance with Statue 161.125 - Sound Abatement Along Highways, proposes to study, design, and construct a noise wall improvement along the south side of I94 between Fairview Avenue and Prior Avenue within the corporate City of Saint Paul (City) limits, tentatively scheduled in the year 2022; and
WHEREAS, MnDOT held a public information meeting on September 26, 2017 to provide information, answer questions, and gather input on this proposed noise wall. During this meeting, and the subsequent voting period, residents and homeowners, who would directly benefit from the wall, were able to provide input to MnDOT and the City via noise voting ballots; and
WHEREAS, based on the favorable voting results and public input for the proposed noise wall, the City supports the continued study and design of this noise wall improvement, and agrees to consider the City’s participation in the costs of the noise wall construction and associated construction engineering in future City Capital Improvement budgets; and
WHEREAS, the noise wall will be funded from MnDOT Metro’s Highway Noise Abatement Program with a cost share split of 90% MnDOT and 10% City.
THEREFORE, BE IT RESOLVED, the City of Saint Paul provides this resolution of support for the construction of a noise wall along the south side of I94 between Fairview Avenue and Prior Avenue within the corporate City limits.
