Title

Authorizing the acceptance of funds for the Emergency Solutions Grant Program for HUD FY2017 and approving the 2017-2018 Emergency Solutions Grant fund recipients.

 

Body

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program  (“ESG”) funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development (“HUD”); and

 

WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the FY17 Community Development Block Grant, HOME, and  Emergency Solutions Grant Programs (“2017 Programs”)  as part of the 2017 Special Funds Budget; and

 

WHEREAS, by Resolution 17-673, the Council of the City of Saint Paul authorized the proper City officials to executed grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2017 Programs; and  

 

WHEREAS, during the 2017 Budget Process, the Council of the City of Saint Paul approved the estimated financing for the 2017 ESG Program in the amount of $600,000; and

 

WHEREAS, on September 12, 2017, proper City officials executed the grant agreement between the U.S. Department of Housing and Urban Development and the City in the amount of  $571,420 for the 2017 Emergency Solutions Grant Program (“ESG Program”); and. 

 

WHEREAS, during November 2017, the City of Saint Paul issued a Request for Proposals for the 2017-2018 ESG Year which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and

 

WHEREAS, the 2017-2018 budget for the ESG funds received by the City from HUD is $571,420; and

 

WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant Staff consulted with a Ramsey County Continuum of Care Committee to establish service priorities for the 2017-2018 ESG year and based upon review of the city staff with consideration of Ramsey County Continuum of Care consultations, the following organizations are now being recommended for funding in the funding amounts as noted in the attached Financial Analysis and Proposed Funding Allocation documents:

NOW, THEREFORE, BE IT RESOLVED that  upon the recommendations of the Mayor, the City Council of the City of Saint Paul adopts these changes to the FY2017 ESG Budget, as noted in attached Budget Financial Analysis; and  

 

BE IT FUTHER RESOLVED, the City Council accepts and approves these recommendations for the expenditure of the Emergency Solutions Grant funds; and

 

BE IT FURTHER RESOLVED that the City Council authorizes the appropriate City staff to execute contracts with the abovementioned organizations in accordance with city, state, and federal regulations; and

 

BE IT FURTHER RESOLVED that the City Council authorizes City staff to make the budget adjustment as necessary to recognize the existing unspecified contingency; and

 

BE IT FINALLY RESOLVED that upon the recommendations of the Mayor, the City Council adopts these changes to the 2017-2018 ESG Budget as noted in the attached Budget Analysis.
