FOR DISCUSSION
1. Resolution approving the amendment of the Rental Rehabilitation Loan Program guidelines.
Dr. Bruce Corrie, HRA Executive Director, stated this item is a request for approval of the amendment to the Rental Rehabilitation Loan Program guidelines to expand the definition of eligible properties to include Class A and B properties in ACP50 areas.
Commissioner Prince asked for more information on the outreach effort on the lower rated buildings.
Patty Lilledahl, PED Housing Director, stated that DSI provided a list of all eligible Class C and D property owners that the Housing division sent direct mailers outreach to. An email was also sent to the District President with a request for staff to provide a presentation of the program and a request for their assistance in doing outreach to eligible landlords. As well as a press outreach that generated a lot of calls.
The four eligible applications were for C properties. No applications were received for D properties.
Commissioner Brendmoen requested more information on the projects requested for on the four approved applications.
Jules Atangana, PED Project Manager, stated the requested projects were for deferred maintenance.
Commissioner Noecker stated she is glad to see this program being expanded to A and B properties.
Commissioner Bostrom shared his opposition in rewarding irresponsible landlords.
Commissioner Stark shared his appreciation for this program and thanked PED staff for the work on this program.
Commissioner Thao requested more information on how staff reached out to those in ACP50 areas. Ms. Lilledahl said staff sent direct marketing and fliers.
