Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $200,000 for STAR Grant funds received for the Rice Park Revitalization project.

Body
WHEREAS, the City of Saint Paul’s Department of Parks and Recreation was granted $200,000 for the Rice Park Revitalization project; and

WHEREAS, this project will positively impact Rice Park and the City of Saint Paul with improvements to the existing park and upgrades of infrastructure including lighting, electrical, irrigation and other landscape improvements; and

WHEREAS, the Department of Parks and Recreation agrees to manage and administer said funds for the Rice Park Revitalization project; and

WHEREAS, in accordance with Resolution #17-1005, adopted on July 19, 2017, the Department of Parks and Recreation will administer the Neighborhood STAR project entitled Rice Park Revitalization; and

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the project in the amount of $200,000; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $1,243,325 in grant financing through the Saint Paul Parks Conservancy and the Rice Park Association; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $200,000 in excess of those estimated in the 2016 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $200,000 is available for appropriation in the 2016 Capital Improvement Budget, and said 2016 budget, as therefore adopted by the Council, is hereby further amended.
