Amending the use of grant funding through the Neighborhood Star Year-Round program for Ward 6 Food and Drink.
Body
WHEREAS, on August 9, 2017, the Neighborhood STAR Board reviewed a proposal for STAR grant financing to assist Ward 6 Food and Drink with costs associated with adding a hood ventilation system to their downstairs prep kitchen; and
WHEREAS; Matching funds of $5,313 were pledged to this initiative; and
WHEREAS, the Neighborhood STAR Board rated this project a 4.5 on a scale from 1 (low) to 5 (high); and
WHEREAS, on October 18, 2017, the Mayor and the Saint Paul City Council approved up to $5,312 in grant financing through the Ward 6 and Ward 7 Neighborhood STAR Year-Round Program via Resolution #17-1665; and
WHEREAS, because this establishment is of substantial community significance, a waiver of the STAR Guideline regarding the refinancing existing debt being an ineligible expenditure is now being recommended; and,
WHEREAS, work on the ventilation system project began on July 5, 2017, therefore expenditures occurring after this date shall hereby qualify for funding; now be it;
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to execute this resolution.
