Adopting the Robert Piram Regional Trail Master Plan Amendment and authorizing the submission of said Master Plan to the Metropolitan Council for review and approval.

WHEREAS, the City of Saint Paul’s Department of Parks and Recreation has an approved Master Plan for the Robert Piram Regional Trail (CF 14-1243) to create a bicycle and pedestrian trail connection from Harriet Island to Kaposia Landing Park in South St. Paul; and
WHEREAS, by CF 16-3, the Lilydale Regional Trail and the Harriet Island to South Saint Paul Regional Trail (referenced in CF 14-1243 above) were combined and renamed the Robert Piram Regional Trail; and
WHEREAS, during subsequent engineering and detail design it was determined that the originally proposed trail alignment was not feasible due to airport and railroad crossing conflicts; and
WHEREAS, a revised trail alignment has been evaluated and selected to have minimal impacts to adjacent property owners; and
WHEREAS, changes in the trail alignment require the purchase of easements for some segments of the trail and its construction; and
WHEREAS, amendments have been drafted to the approved Robert Piram Regional Trail Master Plan to reflect the changes in the alignment and the necessary easements; and
WHEREAS, the Metropolitan Council requires both City Council and Metropolitan Council review and approval for master plan amendments; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul approves and adopts the Robert Piram Regional Trail Master Plan Amendment and is hereby authorized to submit said master plan to the Metropolitan Council for review and approval.
